Can you grind the top of the bolt with a dremmel wheel thus allowing the removal of the tube? If the dremmel does not fit perhaps a flexible drill bit extention?

I am helping a friend with his bow thruster which is on an early model Super Maramu.

The problem is that one of the four hex-head bolts that secure the bow thruster tube to the collar on the motor sheared with enough of the bolt left to prevent removal of the tube. This bolt is starboard and forward, making it nearly impossible to drill out.

The stainless steel frame securing this early model Super Maramu appears to be epoxied to the hull.

I am lost as to how to proceed.

Any advice will be appreciated.
