After taking the fresh water pump system apart completely, I discovered the one way valve to be bad, which allowed the water to run back into the tank, causing the pump to cycle. I found another valve in my spares, and it works as advertised now. 


Thanks to everyone who offeed advice, and it is great to have a functional water system again.
