I have an opinion supported by various languages defining this “thing” as either a Rube Goldberg in USA

A Kleuwmeldinge in Dutch 

Or a “patente à gosse” in French Canada.

I would not even think of such a contraption on any boat.  The flying fish would roll over laughing when they saw it!!
