No. Hard paint will not adhere to soft paint. When I did my bottom job last year, the manufacturer instructions specifically said to remove all the old paint. I spent about 3-4 weeks blasting and sanding. I then barrier coated the bottom again; then painted the hard bottom paint. I used Coppercoat.
