Hi to the group,
Sludge in the fuel tank is caused by bacteria growth in the fuel which is caused by 7% Bio-diesel added to the fuel in Europe. Growth starts with the aging and water from condensation in your tank.
It is highly  recommended to ad antibacterial treatment. From the beginning I started with grotamar  -shipped by SVB.de for low cost of mailing. Liqui-molly has also now 2 products  ( one with extra treatment for the engine)
A polishing system for fuel and tank cleaning is offered from some some companies if you already have Sludge in your tank.

Good morning hesitated to reply since I have limited knowledge fuel additive.

For my Diesel, I used to use only: Star Tron Diesel
Recently I decided to add Biobor JF based a Practical Sailor research.

For my (for outboard 2 Cycle) I use hammonds biobor eb gasoline treatment

Personally, I change (just did it 2 weeks ago) both the Racor and the fuel filter on the engine (and generator).
Compare to the overall cost of owning a vessel, I feel these are very cheap not to be changed and potentially take a risk, especially single handed and usually only motoring when entering/exiting a harbour or marina.
In my opinion, loosing an engine (due to bad fuel) just once in 10 years could potentially cost $1000s of dollars being pushed by the wind or current in other boats or rocks ashore, possible issues with insurances and so on, unnecessary stress, etc. I don’t think it is worth it.

When I fill up my diesel tanks, I fill up (5) 20 Liters Jerry cans then fill up my tank through a Baja filter, I do it for the entire tank.
2 weeks ago, I fill up my diesel and doing so directly still I filter through the Baja filter.
It definitely took a lot more time and the marina employee was very patient, I feel better doing so (again in the fear of loosing the engine).

The following is my opinion(s) and some
facts:
Fact: Valve lash is the adjustment made to the
intake and exhaust valves on your diesel engines to ensure
that the valves open and close correctly.

Opinion: The valve lash should be adjusted on your
enginenand generator about every 1000 - 1200 hours of
operation. Incorrect valve adjustment (lash) will cause
unburnt fuel to enter the exhaust, causing some smoking and
leave a diesel stain on your hull.
Fact: Regarding your Racor filters, the filter
material will deteriorate with time.

Opinion: I change Racor filters at 400 combined hours, or 1
year, which ever comes first. I think you should change
those 5 year filter elements.
Opinion: When buying fuel, I like to pick a
very active fuel dock. I always run the first 20-40 liters
through a fuel filter/water separator funnel. If it is clean
with no water, then I put the fuel directly into the tank. I
have had only one occasion when I told the fuel dock to
forget about it, and paid for only the 30 or so liters.

Bill, great question and I think the answer is
“never” since the engine was rebuilt in 2010.  I’ll
 put it on the top of my list. The staining isn’t very
bad, but still annoying.  Thanks!

of 2 stroke oil to
each 500 liters.  Makes up some lubricity for the drier low
sulfur stuff though it contributes to extra hull cleaning
chore aft of the exhausts..
