Eric,
I would like to test those
capacitors...I think that they might charge when power goes
to the control unit. Of course his problem could be
anything, but I had his exact problem and changing out the
Compressor RUN Capacitor (40uf) solved the
issue.

Bill,
when the thermostat is in the neutral position there is
no AC going to the unit. Thus a bad capacitor would not make
any difference.
