I fixed it. It was field wire broken. I misconnected it at first.

- I am sure that you realize that you are probably measuring battery bank voltage at the alternator.
If you have the OEM Leece-Neville alternator, the
regulator is built into the alternator.
- Also there is an external relay on the excite wire that is also connected to the alternator alarm.
