Bill you may be right.  At the time my boat registration was still being processed so it was considered a French vessel.  Doug Rapier handled the export as well as the VAT exemption.

I asked Gaetan (Martinique Rigger) about this. He says, "Yes it's correct, all the Boats from USA get the VAT out of the final quotation." Maybe some vendors are allowed/licensed to do this without you purchasing a permit.

I would love to hear from one of you that's there now.
