We are currently at Hartge's Yacht Harbor in Galesville, MD.  and I can wholeheartedly recommend it.  I believe I could score you a $750/mo rate for a slip (+ a bit for electricity, but water and wifi is free).  It's about 15 miles south of Annapolis proper and about half to one-third the cost of a closer spot.

About 50 minutes' drive to the DC area (well.. add two hours for rush traffic) or to a Metro.

Annapolis has pretty much everything you could think of as far as boating support and some pretty good eateries.  The only downside to Hartge's is the need for a car to get around. 

I recommend it regularly as we have had very good support here and the staff is fairly amazing.
