Yes that is the culprit. But the shaft seems to move. But nothing drains. I haven't heard of the shaft separating from the ball, but stranger things have happened. My next thing to try is to see if I can run a stick into the drain hole from outside. having to change out that valve will be a nasty job.

You should be able to remove the handle, then turn with an appropriate size wrench. The stud that the not is screwed onto is flat on 2 sides. Below is a photo of the valve in the front head on a 54.
