David, the actual 3-way manual valve has been known to leak also...And, of course, it could be a leaking 1-way valve on the freshwater pump.

I have checked for leaks everywhere and all is tight so before getting into more technical thoughts I wanted to check I wasn't making a silly mistake.  Will check the solenoid valve.
