What do you mean: "our heat sensors?" Is this the coolant temperature sensor?

Where are you measuring this voltage? From what to what?

Has any mechanic worked on this boat and modified the bonding systems, worked on a hard-start problem, or any other electrical issue?

I am guessing that you have a house battery leak into the bonding system.
