Yes it means 3/8 High Tensile.

That said, David's suggestion about replacing the gipsy at the same time that the chain is replaced is sound. On close inspection, you will probably find that the slot in the gipsy hub for the gipsy key somewhat enlarged...time to replace it, or have it repaired.

BTW, I spell it gipsy because that is how Lofrans spells it in their English language printed matter...I noticed everyone else using the palm reader spelling...now I wonder which is correct...I only know one person who can solve this dilemma...David, where are you?
