If the swivel is the same as on a SM, there is bearings.
We took ours apart and filed a document under files. I don’t renember the name if the doc but Genua Swivel or Forstay or something

I am working on KALI MERAs Genua Top Swivel. It does not slide up and down easy, sticks to the foil under load. I cleaned the foil and used rigging lubricant, but still it does not go up

We have done both rudder gland packing an the bowthruster while in the water without issues.
The jobs were done whilst in a marina berth with no water movement.
We replaced all three rings of

not disagreeing with Bill at all (and certainly agree with the need for flat water) but I have done both the bow thruster and the rudder packing in the water. I would consider the rudder job

I don't believe there is a safe answer to your question. For example if you are at anchor with the boat rocking fore to aft, obviously you should not attempt this job.
