Kevin if you are using shore power in Newport, it is 60 hertz and will ruin the washer.
There is no other breaker, except for the main 220-volt breaker and the main breaker on the side of the Onan.

The shock cord that holds the lee board in my cabin has seen better days.

I am not aware of another breaker after the panel. Suggest youfollow the wire from the breaker panel to the washer with one of these:

As long as you drill through vertically above the existing cables in the cable way, you will miss the fuel tank.
I know, I've done it.

And one thing a lot of people forget is that slower saltwater flow means lower heat exchange efficiency.

You can drill new holes above them through the bulkhead there’s an area in front of the tank that small just above where the cables penetrate right Within the foot step.
