I'm fairly certain I know what your problem is, as mine was doing the same thing until I rebuilt it last spring.
First, you need to remove the rope drum from the windlass. This may be easier

If the anchor is in the water, I insert the handle in the hole on the drum; I pull the handle back as far as it will go; my understanding is by pushing the handle forward,

Mine only hauls chain on the backward pull, not the forward. Manual windlass especially usually haul in both directions.
Hope this is what you're looking at.

The Santorin is the easiest boat to handle that I have ever sailed, there isnt anything I cant do single handed. The hard parts, like marinas is made easy with the super efficient bow thruster;
