Maybe I got lucky with the port I was in. Novigrad is only open during the season but I worked fine and I got the required permit to sail Croatian waters.

I would be surprised if the MV software doesn't allow you to stop charging at a certain SOC vs having to guess with voltage. I can implement that on my less well integrated Victron system.

I agree with you Mohammad. Prices will fall, insurers will become more comfortable. Lithium will replace lead acid, but it will take time, probably only a couple more years.

For “proof of competency” you can take a free Florida boatingtest online. At the end it prints out a very nice official looking certificateand they mail you a license (with no expiration date)
