As others have suggested, it is possible to use a large flat screwdriverto lift the cap a little bit. I would add that as soon as you can fit the red strawtube of some WD40 under the lip of the cap,

Hole is 1 1/4 inch. A broom handle works but a length of 1/19 wire which is peeled back will get rid of most barnacles

I just did this a few weeks ago. They are friction set into the holes. I used a screwdriver and gently worked my way around. They will come up eventually.
