My thoughts:
Generally, when the packing begins to leak it is because the nut needs to further compress the packing, and/or the packing has been compressed several times by tightening the nut

I fitted yesterday Ultra 45 kg + Ultra swivel + 100 m @ 10 mm chain. It fits perfectly on bow roller and you can keep Wasi 30 kg on port side roller.

you stated, the 45 kg anchor fits with the 54 bow roller arrangement. Did you fitted it together with the UM swivel and on a10 mm chain. all together matched fine?
