I am guessing that Amel added the screw and washer in later models. a little later than your Hull numbers. I have seen this before, but have not recorded the Hull numbers.

I think it is a good idea for you to add it to secure the lip seal and prevent the tube from pulling it out. If I were you, I would do it...it is simple and easy.

One of the great things about the Amel design that is not immediately obvious, is when it is set up properly and sealed well there is normally almost no water in the bow thruster trunk. Air bubbles entrained under the hull come up in the trunk, and if the seal is good, they displace almost all the water so the hub and other moving parts of the thruster are actually not constantly immersed in water as you might think.  

One of the problems I found with my unit on it's last service was the shaft that engages the lip seal was "fuzzy" with protruding glass fibers.  They would have totally destroyed the lip seal in very short order.  A very light buffing with 600 grit wet/dry paper and the shaft was again smooth.  I keep the shaft lubricated with a very light coating of silicon grease, again to reduce wear and friction with the lip seal.

Harmonie as it was originally built by Amel is without provision for a "retaining screw" on the lip seal.  I am not sure I understand why one is needed.  If the rubber lip somehow became glued to the shaft while the thruster was down, the rubber would rip long before the seal was pulled from its housing.  If the metal seal housing could be pulled out by the rubber lip ring, it was either not installed correctly, was the wrong size, or the wrong type.

Thanks to all for such speedy replies. 
But no, despite the photo appearance, what you see are not two neoprene seals. The top of the structure is rock hard. 
Assuming no one else has a similar appearance, I'm afraid that Admiral Bill is right. We bought her about 8 years ago, that topmost area was always rock solid. Either fiberglass, or some material that is poured into mast fittings to seal them. 
I suspect previous owner had a little bit of water coming in and took it to a boatyard. Their solution was to raise the apparent waterline by an inch or so. 
It looks like it will be a bear to get off. 
If anyone else has any thoughts, please fire away, always appreciated.

the photo shows 2 foam seals . These are attached with contact cement. Below this is the lip seal that you are looking for. The lisp seal is installed with silicone sealant.The foam and lip seals need to be changed.

We are similar to JP, but will transit the canal sometime in January, and head for the Marquesas the 2nd week of March. We are still considering going via Easter Island, Pitcairn, and the Gambiers in which case we would leave earlier.

previous owner(s)...I think it is serious and needs to be
addressed. There are plenty of photos of how it should
be. 
From the view you
posted we should see 1 neoprene donut seal that has been
contact-cemented over a lip seal which is normally held down
by a screw with a washer. The lip seal and the top side
donut I spoke of earlier seal the outside water from coming
into the boat when the bow thruster is DOWN. There are also
2 neoprene donut seals contact cemented to the top of the
bow thruster foot...these two seal the outside water from
coming into the boat when the bow thruster is UP with its
safety pin engaged. It is a simple and reliable
system.
It really disturbs
me when I see someone try to outsmart this Amel design...I
know that was not you.

The screw and washer, if it has one, would be under the single foam donut which should be contact-cemented in place over the lip seal. The screw and washer, if it has one, holds the lip seal in place,

The reason I say if it has one, is I have seen Amel SMs without this screw and washer, and with no hole. I am not sure why because I believe that you would want to make sure that when the tube is raising that it does not pull the seal up with it.

To me it looks as you have the neopren seals glued on top of the lip seal. We have one neoprene seals inside the hull just lose on the shaft, and two neoprene seals o the shaft below waterline. I do not think the lip seal that sometimes is fixed with the two screws and the washers do seal very much. The reason for my assumption is that when service the bow thruster in the water, one tape the shaft to seal from water penetrating into the shaft. The tape passes through the lip seal and thus do not seal very much. The important seals are the neoprene seals, two below waterline md one above the waterline.
We have no problem with water intrusion even when slamming hard into the waves in rough weather but we change the neoprene seals A year ago, and will probably change them bi annually

All the pictures that I have seen in this group show a seal held in by two screws with washers. However, ours seems a bit different, see pic below. There is at least two centimeters of further hard casing above the seal. It seems to be integral to the entire setup. We are not able to see any screws, and hence are unable to change the seal. 

Any thoughts would be appreciated. We splash back in the water around 1300 hours GMT on Friday, and would really like to change the seal. Sorry for the klunky picture.

Our last long distance cruising boat was 30ft Halmatic so we are amazed by the comforts, the build quality and details - if a little overwhelmed by her size too!

We are planning an Atlantic circuit next year with our two young boys of 7 and 4 yrs.

It's great to have an amel and this active and helpful forum seems like a place I'll be often!

I believe in the original design, only the power to the radio memory or radio clock is supposed to be truly permanent.

My Fusion stereo has one (+) that is for "battery", i.e., a permanent connection.  This power input powers the clock inside the Fusion only, and this power input is incapable of powering up the Fusion itself.  Power is provided by the "permanent" DC-DC converter.

There is another (+) into the Fusion which is for "switched power", i.e., a switchable power connection.  This power input powers the balance of the stereo functions.  This power is supplied by a different DC-DC converter than the one that supplies the permanent connection.

I would not connect anything else to the permanent power supply.
