Joerg,
I  think there is a special way of custom declaration when you send a part for repair between the countries ( Non- EU / EU )  and  also for sending repaired back to you, so  you don´t have to pay tax - perhaps only for the repair. I remember a special advice  from A+T Instruments in  England when sending  B&G windvane for repair.

Similar to Bruno’s suggestion, if you know anyone in Northern Ireland you could sent the panel to them and get them to act as go between, forwarding it to Spain and re forwarding the returned panel to you. There would be no excuse to pay This is possible because NI is both inside and outside the EU.

I also had a few problems with the controls and I would suggest to deal with any experienced water maker technician who will source and replace the faulty components which can be found, identical or similar, on the market.

Much cheaper and faster.
