It is supposed to turn on when the generator starts. Check 2 things.
The on-line fuse The capacitor

I'll bet a beer it's the capacitor! If you don't have access to a test meter that does capacitance, start the generator, and give the exposed fan blades a push. If they speed up and keep running, it's the capacitor. This is a work around until you can get one shipped in. Faced with this problem on a recent delivery we hand-started the fan every time we started the generator. Running the generator without the fan running will heat your engine room up very hot which is stressful for the electrical equipment. The capacitors are cheap, if you need one, buy 2--or 3. If you can't easily test for a bad cap, just replace it. We have a box full of capacitors on Harmonie. I THINK we have a replacement for all of the important ones on the boat. Most owners do not know that Amel used a Climma Air Conditioner Blower for the extraction fan above the Onan. It has a glass-type inline automotive fuse and a capacitor used for speed control. It is a single 2uf capacitor that may be used as a start/run capacitor, but I believe it is used for speed control exactly like speed is controlled on the Climma AC.
Sometimes capacitors have obvious failures, other times, the failure is internal. The best way to check a capacitor is when it is disconnected from the circuit and using a multimeter with a capacitance range. Sometimes it is just easier to replace it and hope that you have solved the problem.

If you start it manually it is operating as a run capacitor or a run/start capacitor.

Thank you for pointing out the 2mf Capacitor. I got a new one in Whangarei. there are a lot of cartech. firms. Now it works. I have ordered som 2 an 4 mf as spare. It was very easy to fix. Kindest regards and Fair Winds Arthur Sundqvist SM435. VISTA
