Odd instructions with new Lewmar gypsy

I just replaced my Lewmar gypsy (V5 windlass, 203 model for 10mm iso chain) and it came with these instructions, which I cannot figure out.



Are they simply stating the obvious? The chain stripper has two holes in it. The hole closer to the windlass shaft has a bolt that holds it down. The outboard hole accepts the hex bolt that goes through the chain pipe cover, so clearly you don't put a bolt through it until after you fit the chain pipe cover.

Or am I missing something?

Scott, I just did the annual maintenance on my windlasses and agree. They are stating the obvious. That bolt goes in the inner hole or you couldn’t  put it back together.
